How a JVVNL Domestic Bill is Calculated
JVVNL — Jaipur Vidyut Vitran Nigam Limited, Rajasthan's main electricity distribution company — bills domestic (LT-1) consumers using several separate charges. Each charge is worked out on a different count of units, not always the same one.
Why three different unit counts?
If you have rooftop solar, your bill actually tracks three separate figures. Each one exists for a different reason:

- Regulatory Surcharge is the flat rate set by the RERC tariff order; the fuel surcharge component varies month to month and defaults to ₹0 — enter it from your latest bill for an exact figure.
- Electricity Duty, Water Conservation Cess and Urban Cess rates are set by other government orders (not the RERC tariff) — edit them under "Advanced" if your bill shows different figures.

Under RERC's FY 2026-27 tariff order, JVVNL's domestic (LT-1) category is billed on a slab-wise energy charge: the first 50 units at ₹4.75/unit, the next 100 units (51-150) at ₹6.00/unit, the next 350 units (151-500) at ₹7.00/unit, and anything above 500 units at ₹7.50/unit — plus a monthly fixed charge that rises with your billing slab (GD-1 to GD-4).
If you have a rooftop solar connection, your bill uses three different bases: Energy Charges, Fixed Charges and the surcharge are calculated on your net billed units (Total Import minus Total Export); Electricity Duty is calculated on your full site consumption (Import plus Solar Self-Consumption); and Water Conservation Cess and Urban Cess are calculated on gross Import alone.
Import is the electricity you draw from the grid, measured on your meter's import register. Export is the surplus solar electricity you send back to the grid. JVVNL nets these two off (Import minus Export) to work out your billed units for Energy, Fixed and Surcharge charges — so a month with high solar export can significantly lower this part of your bill.
Regulatory Surcharge is a flat per-unit charge set by the RERC tariff order — ₹0.70 per unit if your net billed units are 100 or below in a month, and ₹1.00 per unit if they're above 100. It's applied on top of the fuel surcharge, which varies month to month.
Your slab is based on net billed units per month: GD-1 for up to 150 units (₹150 fixed charge), GD-2 for up to 300 units (₹300), GD-3 for up to 500 units (₹500), and GD-4 for anything above 500 units (₹800).
Electricity Duty is a Rajasthan state government tax on electricity consumption, not on electricity purchased. Since solar units you use directly at home are still consumed, they're included in the duty base (Import plus Self-Consumption) even though you didn't buy them from JVVNL.
Water Conservation Cess (WCC) and Urban Cess (UC) are state levies charged per unit of electricity you actually import from the grid. They don't apply to solar you generate and use yourself, because that power never passes through the distribution network these cesses are meant to fund.
For a domestic connection with no solar and 300 units imported in a month, the bill works out to roughly ₹2,653 at default rates — about ₹1,887.50 in energy charges (GD-2 slab), ₹300 fixed charge, ₹300 regulatory surcharge, ₹120 electricity duty and ₹45 urban cess.
